The challenge
Municipalities run on many separate systems: national personnel records, an HR and payroll ERP, the accounting of their subsidiary companies. Around them, leave requests, tasks, support tickets and activity reports still travel on paper and in messaging apps. Management rarely has a single, current picture of what every directorate is doing.
The approach
The system connects to the sources a municipality already has and puts every internal process on top of one consolidated dataset. Modules can be switched on per institution, and access follows the organisation: roles from staff to mayor, enforced in the database with row-level security and recorded in an audit log. A mobile app brings the same processes to the phone, with push notifications that open directly on the task, ticket or approval concerned.
What was built

Personnel and self-service
Personnel files, payslips, leave balance and requests with multi-step approval, transfers and promotions.

Tasks and support tickets
Assignments within and between directorates, and an SLA-based ticket system with live messaging.

Activity reports with AI summaries
Weekly, monthly and yearly reports per directorate, condensed into executive summaries by Google Gemini.

Project monitoring
Investment projects with status, budget, physical and financial progress, and risk analysis.

IT and e-signature tracking
Inventory, licences, contracts and procurement approvals, plus alerts before staff e-signature certificates expire.

Integrations and mobile app
Scheduled sync with personnel, payroll and accounting systems, and a React Native app for iOS and Android.
The outcome
The system now covers 27 modules across HR, operations, IT, reporting and security. At the first municipality using it, phase one went live within three months, and its mobile app is published in the App Store and on Google Play. The platform can be set up for further municipalities with the modules each one needs.
